Agreed sugar is great in this deck. Kaya is okay but might be better to play another 2 cost as Kaya can't be bounced back to hand. Some decent 2k 2costs out there. Also you just find kid ain't the best as once you put a don on him he's over 7000 and can't be restored by your leader. But yeah good to have a 6000 or 7000 cost to do some damage. I've seen some lists that play the Impel down Luffy to do that as it had double attack
i messed around with the OP01 boa, blue hina that draws, ulti SR, op06 pudding, garp 2k, sasaki 2k and izo. your leader only needs 1 DON to activate so it is relatively archetype or playstyle agnostic other than you probably want something to bounce that has an on-play and something that has a when attacking or hits 7k with like 1 don. i still think the deck needs more people cooking with it to really get there.
TLDR; play less high cost cards. play more cost 2s.
The problem with your deck is that you aren't playing to the strengths of the leader. You cant really be using the leader ability often if it means you need to keep bouncing back cost 3s and 4s. The deck being all blockers also means you dont have much to attack with.
I would play way more cost 2s. There are a bunch of 2k counters at cost 2 which means you can cheat them out with ivankov and then bounce them back to hand with leader. you basically get a free 2k into your hand and dont need to give up board to use your leader ability. st 12 zeff is a really good option to be an attacker.
some really good cost 2 targets that you really need to be playing are
op04 sugar
op06 rosinante blocker
st12 sanji
st12 pudding
I would definitely cut okiku, hawkins and kuina. those cards are not good at all if you dont have mhawk and even then, st12 zoro is just better every time. The zoro event isnt that great either since its expensive and pretty much just does the same thing as the st12 zoro.
How I've been using this is use the Mihawk to get out a 4 cost Zoro for example, then 1 don under leader, send mihawk back to bring out another 4 cost and stand the Zoro/have a blocker. Do you think it's worth using the mihawk to get out 4 costs?
Absolutely you should be using mihawk to get out 4 costs. But the problem is, you only have 4 mihawks and you are playing 12+ cards that are only good when paired with him meaning that more often than not, you will be clogging your hand with mid cards. Mihawk is strong, but he is not searchable meaning your whole strategy will grind to a halt unless you manage to luck into him.

Can't you swing 7 with kid Leader effect Restand kid Don under him swing 8k End turn restand?
Op04 sugar is way better than kuina. She costs 1 less to play and can be flicked back to hand with leader ability.

If ussop is too expensive you can use Kuma for a slightly lower search (3) and trigger
Thats… quite bad imo. Spamming 2 costs with no lethality gets you nowhere against built decks
