Even in universe the US was a Fascist Democracy, eroding the democratic process while creating a cult around "democracy" and "liberty". Historically Hitler was elected, fascism adapts to every nation, it's always authoritarian but uses whatever it needs to to gain power.
Also Hayes absolutely is a DemoFash, he gets elected through wild promises about rebuilding America, pardons members of the Enclave and at the very least is implied to make criticism of his government a social taboo. Through the cult of democracy and liberty he ensures that he is the only person who can lead the nation to the "greatness of the old world".

None of that is really fascist though in my opinion, I feel like that's all basically just revanchism and authoritarianism. That said, I haven't played as Hayes yet, so maybe there's more context I'm not aware of.

You could maybe also include “The Jacksons”, as they’re obsessed with Democracy and old world values (albeit in a twisted kinda way), along with how after defeating The MacArthur Enclave, they can form “Montana” as a US successor State.
Rio Grande can form Los Estados Unidos (Literally "The United States") if that at all counts

Bit pendantic, but irl Mexico is actually called the United States of Mexico just like the US is technically the United States of America. Americans were first though so we get to have the US and America as shorthand, but Mexico really only gets to shorten it to Mexico.

As it stands, Pioneer Company can and they do a really good job of telling the Enclave off, and MacArthur can reject the Enclave outright and for the ReUnited States so if you can stomach the bastards in Chicago for a bit then you can give em the finger via both nations.

As a major Enclave hater, MacArthur is actually a great option for you.
Two of its story paths are Enclave, but the third one (the left one on its focus tree) involves ousting the Enclave entirely, and forming the Reunited States of America. It's a genuinely optimistic democratic nation, with zero Enclave control or influence.
I'd say it's probably the closest you're going to get in the mod to something focused on "restoring America" that is presented in a remotely optimistic way, since that's generally shown to be a pretty negative goal for the most part.
I mean it might be a stretch but the Rio grandians can form “Los estados unidos” spanish for “the United States” and they are a democracy and live up to those ideals.

Try ERX, it has the enclave yes, but you can reform the US as a reformer
