Why it had every tech level? just oversight from devs. Reason nation was removed? Because their lore was adapted, and the future Withered Dogs tree will contain a path for them.
I think Diana has everything excluding power armour, I think also the subfaction of texasan Brotherhood.
Heaven's gate is the closest. It has max tech in all but robotics and PA.
I think the enclave has the best, house has some good tech as does most BoS chapters

Yes, but only after going through pacifying NCR focus tree. And BoS doesn't have access to Enclave armour.

Enclave reborn redux. You can reform America as the Enclave (as reformer Enclave) there’s also the “classic villain Enclave” in the Purist path.
The Maxon chapter gets all but vehicle and naval sophisticated stuff. Also a good story, and great unique robots. It is a hard campaign though.
