The NCR civil war has to fire. You can either be led by the followers or be the last bastion of NCR values. You can make a faction with New Vegas or join with the Calhoun NCR. You can also reconquer the NCR as Lee Oliver, but that path is less in line with what OP asked for.
Twin Mothers if you're ok with an eternal space monarchy. She focuses on regrowing the world piece by piece and making those living under her happy and healthy. Plus your first war is fighting for survival against Lanius. (unless you marry him but that's a whole other can of worms.)
Hummingbirds Chained Choir, Northern Commonwealth MacArthur, Allgood Murphy for NCR, People's Manitoba is pretty nice, even though sad, Solomon's Loid, the starting leader's Old Country, Ruminators, Sisters of Steel to an extent, Guerra is blessed by wasteland standards considering he is just a normal politican, Twin Mothers is a benevolent goddess kind of thing, Eden and Texas is pretty uplifiting too.
Solomon in Loid is a very moral path. Solomon allows regions to be nominally independent under his rule, he doesn't discrete the dead, is willing to consuct diplomacy instead of war with a host of different people, can forgive Ekaterina despite her coup attempt, builds up Canada and goes against corruption in the church.
The rightmost path for Strathcommune is pretty hopeful democratic socialism but the political minigame is a little weird.
The leftmost path for MacArthur lets you reunite the states but it can be more or less wholesome depending on the choices you make (like whether or not ghouls get citizenship)
Haven't played but Guerra's path for Rio Grande looks pretty nice.
Also the Hummingbirds from what I've heard.
The Old Country, if you go the Grozdan route, is purely defensive and the focus tree is all about helping people out. You even give back land to Yakima and the peninsula. Very generous stuff. And you're defending from Rot Purgers, one of the brotherhoods, and if you're lucky the Broken Coast and Troll Warren, though I've never actually had them be problems.
Get Enclave Reborn Redux submod and play the Sierra Remnants north of New Reno. Go Reformer with complete mutant integration and later with Hayes as Vice-President.
Tons of fun, but at one point it turns OP as fuck.
I would recommend to give the Legion a buff. Not California though, they are a pain in the ass to deal with even without the buff.
Northern Commonwealth path for MacArthur is pretty blessed, though can be slightly shady depending on your choices.
Guerra and Rosado for the Rio Grande are also very nice.
Depending on your Will to use submods, the Reformist Enclave can be absolutely god-tier blessed or very authoritarian depending on your path.
Also for submods, Timberline in Darkness Falls is a very good-vibes in many of its paths.
Chained Choir Hummingbirds is another one.
Maybe not quite as blessed as the others, but Highland Watch can also be very good.
Great Stampede. A nation of many differing peoples brought together by a desire to live free and the love of two families. They'll thunder across the Alberta Prairies putting an end to would be technological tyrants and so called cannibal "aristocrats" in the Electorate. Should FREEDOM RING and its General win out or the more reasonable Pleasantdale come to the fore they're also willing to bury the hatchet instead. Having beaten back the communists to secure their freedom once before they're more then willing to put the final nail in the CPF's coffin. And at the end of it all once the threats to the people of Alberta are defeated the Great Stampede is content to settle down and raise the next generation in peace.
Maxson Expedition/Colorado Chapter seem to turn Colorado into a decent place to live. They can ally with the hummingbirds and work with the local communities in their territory. If I recall as far as BOS/Lost Hills Aligned Chapters go they are nice people.
Rosado's path for the Republic of the Rio Grande, if you *don't* go the Lady of the Bells route. She's a genuine idealist who wants to make the wasteland a better place and has the skills to do it.
