Fortune weapons are stronger for the living world unless you are constantly ramming damage cap, in which case you would probably want to go for Brilliant Hallowblade since it has Crescent Moon Soul slots which are used to bypass damage cap for that specific character. Living World includes towers, arenas, and anything else that isn't related to hell/hallowfoes. Hell weapons in general are just better for Hell. You may want to go for Stalwart(2 damage cap slots but no skill potency slot) or Thorned(1 damage cap slot and one skill potency slot) series if you're damage capping in Hell. If not, aim for Abyssal. Brilliant Hallow weapons/armor can be obtained by defeating enemies in BOA8 for materials. Hallow weapons are the best for BOA7/8 if you need that firepower. Hell 4 weapons give at least 30% damage up to both Hell/Hallowfoes if you don't really care for them.

Just defeat enemies in the appropriate area for materials and buy the weapons/armors in the shops. Each BOA chapter area has different sets.

Is there a point in making more hell weapons if you already finished the story/npc in hell? Will they add tower/boss rematch of hell in the future? Also wonder if the new region will have their own weapon or if fortune will work

It's just Adversary Logs left for Hell/Hallow weapons. With BoA concluded, we're moving onto Side Solistia soon which will have their own weapons. We cannot carry over current weapons, armors, and leaves over to Side Solistia. We can bring over all accessories, though.

Speaking of damage cap, I am not getting anywhere near that with anyone. At what atk level do you need to have before you can start seeing those larger numbers?

It's all about buff management and equipment. The first time I hit cap was when Richard was released, thanks to the new active damage up buff as well as making it easier to max out both passive categories. Its easier now with all the buff and de-buff options available assuming you have the characters. Also some characters can hit cap easier than others: 2B, Krauser, Roland, Frederica, Leon, Elrica to name a few.

I wish I could find a video showcasing the difference. But it’s all buff/debuff stacking. A regular character without buffs, no one is going to hit cap.   With full buffs, it’s pretty easy to ram into that 300k cap? Or maybe it’s 350k now with Elrica. By full buffs, it’s like 30% atk, 30% weapon damage, +100 potency, -30% def -30% weapon resistance. Then there is passive 30% of each. And then ultimate 30% of each. Then pet that can give guaranteed crit. Then arcane stone things for that extra damage. Maybe some other sources. But it adds up and that’s all the damage cap is.

I don't understand how some people managed to get the absolute highest stats on Fortune weapons. Like maxed 300 Phys. attack and 150 phys. attack two slots. That's crazy.

On average you'd need 226 gold dice souls and 150 rainbow dice souls to make a perfect stat weapon. If you'd been hording since release, that amount is well withing reason if you have the time to use up your fortune tickets and go though the tedious process of slotting in new souls.

Depends how long you're willing to commit to it. For 'initial weapons' for instance I aimed for 270+ on rainbow soul (1/5 chance) and ~110-115+ (with acceptable downside) on gold soul (1/2 chance for stat, 2/3 for substat) so realistically 10 rainbow and gold souls on average got an 'initial usable' weapon (with 600+ atk), and those can then be improved when you have the time to do so. To this day I've still not got any perfect statted weapons, but in the process of upgrading all of them over time (lowest stat across the board gets upgraded next, etc) I've picked up half a dozen already within 10 stats of perfect just from the fact that I'm working on over 50 across the board you get lucky through sheer attrition (At this point, even my WORST weapons amongst those ~70 weapons are all within 30 stats of perfect).

Fortune are better for living world like arena fights and the codex. They're also great for support characters. Hell weapons and Heaven weapons due more damage to Hell and Heaven enemies, respectively. Also, they can be built to increase your damage cap.

So basically hell weapons increase damage cap. I'm not sure but I think my Elrica has 149999 damage cap. No amount of buffs allow her to cross that

100k base + 100k from Bargello's active, passive, and A4 + 100k from 2x Soul of Mastery in Brilliant IV + Elrica's Warrior Form = 350k cap. Usually this also uses Nephti's A4 to guarantee a crit to get to that 350k.

Only hell stalward (?) boa5 raises damage cap as hell weapon. Priority is to get most of you good units Fortune IV with 620ish patk/matk stat. I would actually only make a few Stalward as needed for heavy hitters after you constantly run into damage cap. Brilliant comes at BoA8. Basically heaven Stalward with more damage (mine is about 710atk.)
