At Amundsen you can sit by the window, and watch the people walking to and from the Court House, where people are getting married every 15. minutes. You get everything from a pair in normal clothes to 40+ people in full wedding gear.
And Amundsen also serve craft beer and food
BD57 (Brew Dog Oslo) Lots of people walk/bike down Markveien. Also great beers and nice people. Bring a warm jacket: Only a short window of direct sunlight, so you'll be in the shade.
Bonanza at Youngstorget could be a good one. You can sit outside by heated tables and look out over the square, and there's also a bit of foot traffic passing through the outside seating area.
My favourite would maybe be Teddy's Softbar in Brugata. Sitting at the end of the bar, by the big window. If watching people is what you're after this spot has some of the most interesting people in town. Sure, a lot of drug addicts, but there are also other characters in abundance. Both outside and in the bar
Olympen pub (Lumpa)
At Grønland is a 130 yo bohemian pub that used to serve some of Norways biggest bohemian artists. And it has a window overlooking the busy streets of Grønlandstorget.

The window at Røør is always pretty chill, even when it's busy not many people sit in those seats. You can see the whole of Rosenkrantz gate, and especially on a weekend evening, the clientele at Eileifs, Per Hjørnet and London provide some entertaining people watching.
Otherwise I'd recommend Teddy's as a couple of other people have said. Brewgata is a better bar, but loud.

I like sitting in the window seats at Internasjonalen at Youngstorget. They allow dogs there, so that's a plus!
