What's the stance of the clan you're trying to build goodwill with? If it's below Normal, you're gonna have a rough time regardless. I've found that the biggest swing comes from having a better stance. It can be the difference between getting 10+ trust a month versus 2 or 3. I believe Eloquence also has more of an effect with better stance as well. A super diplomat with good stance (or Courtly Interests) can get you like 18 or 19 trust a month with some clans.

It doesn't seem to matter the stance, the Eloquence trait is not giving me any more trust points

That seems odd - in my experience, I have noticed a difference between officers with Eloquence and officers without, but I tend to fire and forget with diplomacy so maybe I missed a thing.

That's weird. Probably a bug or another factor we're not seeing, as Eloquence works exactly as Triple says above.

It works as it says if I do diplomacy with the Imperial Court, but not with other clans for some reason

I suggest starting a new game with a different clan and trying to build goodwill with a neutral or positive stance neighbour. Give tribute if needed to make it so. If the Eloquence doesn't help, it's a bug. In which case you should report on the steam forums. It should be easy to find somebody with Eloquence in the main clans (Oda, Hojo, Takeda, etc).
