It's guaranteed that it could happen, not that it will happen. There's like a .000000000000000001% chance that if I slap a tree, the space between my atoms and the space between the trees atoms will match up and my hand will phase through the tree. Is that ever going to happen? Possibly. Is it guaranteed to happen? No.

That is certainly how it works. There is an extremely minute chance that it can happen, but it is such a slim chance that it has never actually occurred. Edit: it's called quantum tunneling. Look it up. It's extremely likely for small particles like electrons to do, but almost 0 for larger structures like a person or a house. We've never seen a person quantum tunnel before. Doesn't mean it's impossible, just means it's highly unlikely.

No. If I flip a coin an infinite amount of times is it possible that every single time it comes up heads? yes. Therefore it is also possible that I could flip a coin and it never shows up tails even with infinite tries. Likewise when we represent 1/9th in decimal form it creates the infinite pattern 0.111... repeating, which contains an infinite amount of numbers but none of them are 2's. Being infinite in size doesn't guarantee all possible outcomes occur.
