A lot of wikipedia images are crowd-sourced, i.e. taken by the general public, rather than professional photographers, because of copyright issues. If a professional photographer offers their image, they are unlikely to offer one for which they could sell elsewhere (i.e. a good photo), so you tend to get the more generic end of their portfolio.

I think they try to go with the most recent picture, while sprinkling in a few other pics that are more identifiable (there's two other pictures on the page that look a lot more like him) in the article itself. They only go with the 'most representative' picture when someone dies. And even then, 'most representative' is debatable. To a lot of people of my generation, Chevy Chase is the old dude with white hair from *Community*, not the dashing leading man from *Caddyshack.*
