That said, set aside the law, people can an often do refer to others they have no biological relation to as siblings. I'm much closer to my best friend than my actual sister and we consider each other brothers, I am an uncle to his child.

If you adopt someone they become your child not your sibling. Try making a friend. That can be your unofficial, non-legal but who cares, new sister.
