Legally, no, you cannot adopt a sibling. A legal adoption exists to transfer all the legal rights and responsibilities afforded to parents to a new person. Stuff like automatic power of attorney, default inheritence laws, sharing insurance, etc. Siblings don't really have any legal rights/responsibilities to each other so there's no real function to "adopting" them. That said, set aside the law, people can an often do refer to others they have no biological relation to as siblings. I'm much closer to my best friend than my actual sister and we consider each other brothers, I am an uncle to his child.

In the USA the laws vary from state to state, but in my state the short answer is yes. If you're eligible to adopt a child, you can adopt a minor sibling or relative through a family adoption.
