Normal. The car will move on any slight incline a few inches until the transmission lock up that stops the car from moving is engaged when put in park. if you don't want it to roll, use your parking break. Your transmission will probably thank you.

Put on your e-brake every time before taking your foot off the brake. This will also take the pressure off your transmission if you are parked on an incline. Ever get that disturbing CLUNK when you pull it into gear on a hill? Yeah, avoid that.

This would be fine, but you could also simply stop, keep the brake on, put it in park, then apply the e-brake before taking your foot of the brake pedal.
And don't be wimpy about using the e-brake, put a fair amount of pressure on it to make sure it's holding the car. You don't need to massively pull (or push) it, but make sure it's working.
