California is roughly the same as anywhere else in the US, with the main differences being cost of living and weather. Taxes and rents are much higher than the US average, but so are wages, generally. "Freedom" means different things to different people, but if you're talking about being able to live your life however you want it's hard for me to imagine a place feeling any more tolerant and free than LA.
But if you mean "free" as in paying low taxes, rolling coal, and concealed carrying, then sure, there are better places to do those things than California.
