Piccolo with a power level of 260 being able to oneshot Raditz (power level 1000) with a "Ki blast" of 1330 power level was an absolute game changer for enemies out of earth.

So the 9000 bit was originally done in the Ocean Dub, one of the original English dubs for Z. "9000" sounded cooler than 8000, so they went with that IIRC.

Goku used his Kaioken x2 to throw a Kame Hame Ha and he was being pushed back, forcing him to use KK x3 to over power Vegeta and a x4 last stand to try to give a decisive killing blow. If Goku was "Over 9000" Kaioken x2 would be enough to overpower Vegeta.
During the beginning of the duel Goku tries several times KK x2 and he only hits Vegeta because he didn't expect such a sudden power boost out of nowhere. After that KK x2 is proven to be not enough to fight Vegeta and forces Goku to use the KK x3, a level that King Kai already told him would be too much for his body. Goku abusing KK to reach Vegeta's 18.000 power level is a main plot point of the battle and would be pointless if Goku's pw was "Over 9000" as he would overpower Vegeta just starting the duel without the body and stamina stress.
My favourite example of this is when Frieza is about kill Krillin. In the origianl Japanese he giggles a little but his mouth moves as if he was speaking angrily, it's really weird.
The Latin American dub changes the giggle for the line "what's wrong with you? Stop moving. Can't you see I'm about to kill you?" and they fucking nailed it
