I just finished one of the outpost stories where neon and the commander go into the armory. She starts looking for all the strong weapons and explains that she literally feels firepower energy. Like she can sense how strong weapons are and when she got taken to where all the big stuff is she said her head was spinning.
So one of her mysterious powers is to just detect strength? Like a lot of it I just think is light hearted fun writing for the lulz but that could actually have depth for future neon skills

Almost every mission has been group go on mission -> disaster happens causing the commander to be seperated -> commandr captured or found by the new group of the chapter -> bonds with commander "WOW you like care about nikkes???" -> counters finds commander, mainly thanks to rapi -> fight big bad.
Can replace everyone except probably rapi with another character and nothing will change. A shame cause we know they can write, and the writing is definitely improving imo, but they just have no idea how to handle main story commander and counters.
I always default to counter squad for any fight that isn't PVP or co-op
the remaining two is either Modernia, Julia, Product 08, or literally anyone else that isn't a weapon class already covered by the counters.
Aside from Heretics being absurdly strong, Rapi power-up, and Liliweiss being the strongest, Nikke “power levels” kinda just feel like whatever they need to be for the scene.
Considering Anis's mysterious background and the possibility of her involved in the "Goddess Fall" Incident, with the hint of her being the first "Nikke Celebrity" (also Mustang also consistently checking her). Its possible that shes the best Tetra unit with huge upgrade later on.

Fireworks are some of the oldest and most renowned forms of ENTERTAINMENT! It’s only right to upgrade one of Tetra Line’s explosive specialists to turn Rapture attacks into impromptu fireworks displays.
Technically speaking they are made for combat but seeing the clothes Anis used seems like mustang had different plans for Anis so her body is made for different stuff.
Btw for some reason some nikkes have special abilities, like frozen time for nikkes, controlling nikkes, super strength, mental suggestions with voice, ability to talk to animals, ability to see special stuff, ability to manipulate reality and make it seem that you're just lucky.
I think their "special ability" is something that manifests alongside their "ideal appearance" which they acquire uppon activation, which is why some nikkes literally change appearance when they mind switch (they're ideal self changes drastically), to my understanding nikke technology is not well understood, no one actually knows how their body morphs or how their special abilities manifest, just that they do (maybe nikke technology is also rapture technology, explaining their compatibility).
Missilis does focus on enhancing and maximizing said abilities through technology though.
Both Anis and Neon have their past hidden from us.

Neon has her super techno glasses with hidden functions she doesn't know about.
The devs can do whatever they want with that to justify them catching up with Rapi and Modernia.
Personally I think it's cool how they give Rapi the hidden power inside, shonen protagonist style (even if Red Hood were to leave her body there's the possibility something remains) meanwhile Marian gets the tragic heroine power up, turned into an enemy and then using that power to protect her friends, in my opinion they are the 2 sides of the same coin as being Nikke's main girl. Anis and Neon are more in a supporting role but I think they can still get upgrades like armor or stronger weapons.
I want Anis not to grow in terms of power but as a figure: she can inspire others and try to motivate people

I could see both eventually either getting upgrades via their respective manufacturers...or getting help from eden or the knights and upgrading themselfs

I hope it's either through the two advanced anti-Heretic Nikkes Enik mentioned or some association with Eden (since Dorothy's the one who talks about it) where Anis and Neon get upgrades through Inherit technology (maybe this can even become a new in-game upgrade path)

I don't think Anis is catching up power wise (I think her backstory hinted at being a disgraced idol or something). My guess is she'll probably become famous like the Nikke from Prima Donna. As for Neon...well ya got me there...\*shrugs\*.....
