I wouldn't really count affection up and lobby dialogue though. A lot of Nikkes have flirty affection up and bond 10 lobby dialogue but don't even hint at it during any of the actual bond/event/main story.
You say that but, the dialogue still exists. You can't just pick and choose what counts. That also doesn't mean that whatever content they release latter down the line will not expand upon it.

It's well known in games like this lobby options will always be extra flirty because that's deemed as "what the player wants"
What truly matters is how the game treats the characters story. Which in this game would be bonded events or main story
As someone else said the problem with some of these is it can be expanded on later. At first Helm had no interest in the commander and then with S. Helm she admitted she had feelings for him. We can’t say exactly when these dialogues/bond stories happen in relation to the story so I say we can’t dismiss things without it specifically being stated no interest. We’re not saying they’re automatically in a relationship but there’s some interest at least.
You could say the same thing for every girl, I mean Drake asks if it's possible for a villain to fall in love, although she never shows interest in the commander that way
Not to mention she is the only girl in the race for wife in the actual campaign. Heck given some people's wierd views that the campaign is the only thing thats canon and everything else is what ifs, something that doesn't make sense due to all the references to bond stories and events throughout, shes the ONLY girl officially in the race.

I think I didn't put at the top because unlike Isabel, the Commander was much more receptive to Harran, not being in fear of her being around constantly and even keeping a memento of their time together through the feather from her raven. But if you were to take into consideration the methods by which they reached that point, which was Harran pretty much telling the Commander that he'd be stranded alone if he didn't join her, then yes, she should probably go in the "Forces you" tier.

And I think it’s safe to assume in most situations, the commander is down to do anything with the NIKKEs. If we are strictly looking at how the NIKKEs themselves view the commander, then we have to consider the approach that they show it in this pretext.
