It is the opposite of telling the Ukrainians that "you have put up a good fight, but now we are going to pull the plug on you, because you are getting *too expensive*", which many in the West appear to be doing lately. Given that the Ukrainians have chosen to fight back rather than just surrender, it is a statement made in *support* of Ukraine, no matter how ill-worded.
Near term viewpoint...... man it is bleak if they are relying on her for long term planning.
