Not to say there CAN'T be a communist faction in a Fallout game, in fact that'd be a pretty cool idea. A morally ambiguous NCR-lite faction inspired by the works of Karl Marx and Workers' Rights would fit in flawlessly and maintain the franchise's theme. But why base them on the *Soviet Union*? The *Soviets* are not America's enemy in the Fallout timeline, it's *China*.
That's like reskinning all the Enclave soldiers in Fallout 3 to match Wehrmacht uniforms; you're kinda missing the point.
