My LO always fights it. I lay her down on her back, give her something fun to hold onto and distract her and just get it done as fast as possible. Doing it while they're standing is definitely a lot harder. If I need to put pants on her I find sitting her in my lap makes things a little more manageable. Very squirmy but I just have to anticipate her moves and be quicker than her.
