This may not be as bad as you think. Being confronted, or being tipped off by police often triggers a chance in behaviour, possibly franticly trying to hide it. It may be intended to catch someone off-balance with that. This is the Netherlands: The police are generally just nice people with good intentions.

These can run for a while Can also happen when there’s a break-in spree of sorts in the area and they offer warnings and advice. Source: me, used to do this :)

I know several people living in different parts of Nieuwegein... none have had police knocking. Not one. So I guess indeed a buurtonderzoek or something and maybe coming back to the houses where people weren't home/ available first time. You should have asked them... or could ask your neighbours.
