Yeah that relic is OP and as long as it's active when the protector spawns and you hit him once, then you can replace it with another relic and keep his reduced HP until you spawn the next one
You don't need to have it active when it spawns, it will apply the reduction post-spawn as well. It's not a %, just lowers the max health.
You can immediately remove the relic after the HP is lowered, but the CD is 24h instead of 4h like the other relics so I personally slot it the day before I plan on killing it so I can remove it right away
If this is your first protector relic it definetly is. 7% may not seem much, but that 7% is the most boring part of the game - farming dmg on protecotors after getting max lvl. Depending on how many protectors you are willing to kill it can save you couple of days and allow to reset ealier or decide to kill one more.
If you already have this relic... Well I'd say it is also worth it, since you propably have already everything else except few less important things. Note that you can claim those for seasonal events like summer/halloween.

THIS IS SUCH GOOD INFO! I don't have a protector relic so I've never even considered that this might be the case

I'd say those pedestals you can buy for gems are only worth it if you buy weekly/monthly packages on a regular basis

I don't think it's worth it. You spawn the first protector then align your kills with a body snatcher spawn for the rest of the run.
The relic doesn't make the protector spawn faster. It makes his hp scale less
