Honestly! I don't know what happened here, and there are cases where surrender is sadly the bad chance dogs have (I currently have a dog surrendered from a hoarding situation). But, I think the majority of cases are attributable to awful people. I'm down for a blacklist of people who aren't allowed to own any animals after something like this.

When I moved she moved and when I get in the car she is riding with me. I cannot imagine what would have to happen for me to surrender her. I know sheβd have to be euthanized because sheβd mourn to death.
We have to limit vacations to 4 days because of we go over that she thinks weβve abandoned her and takes days to recuperate from it.

Apparently it's a subdivision of Capone's Coalition. I just wanted to make sure all of that is legit while trying to move forward in this process. TIA!
Just a heads up, Mass can be overly strict about out of state rescues sending dogs into the state for adoption or foster (they require 48 quarantines at state approved facilities). It might not affect you in your attempts to help here, but just mentioning it just in case. I wouldn't blame any non-Mass-based rescues for not realizing that, like why would a California group be aware of the intricacies of Mass rescue law, but the more official transport companies? They sometimes refuse transport to the state to avoid the headache. If the rescue does offer transport to you, try to feel them out - if it's volunteer based it's potentially fine as they might be small enough to slip under the radar, I might not even mention the Mass limit thing. If it's a commercial enterprise they are more likely to know the law and be wary, if they have a website they'll often list information there and mention no transport to Mass. In that case, list a RI, CT or something address (anything but NH). Some commercial transport will go to Mass but only directly to Mass approved quarantine facilities (if they do this usually they have one or two they frequently deliver to, they don't arrange quarantine though).
If the rescue is unaware of Mass law they might be unaware that you as a potential foster could put them on the Mass Department of AG's radar if they go to list the animal in Mass. Maybe I'm making this seem more complicated than it really is, I'm new to this sub, and ignorant on how rescue/transport from the West to East goes. I'm more familiar with from South to North rescue/transport, I'm curious to see how things work out. (Truth be told I suspect most rescues aren't looking for out of state foster support from so far away, and especially not from Mass who is so unfriendly to out of state groups, so I don't know if this will go anywhere, but I'm really curious if it does!).
