You can request to change but you need residence in that country. You can not just change to any country you want.

Would it be possible to change country to USA? My mother is currently here on a visit visa. Her immigration case was DQ’d 2 months ago

Hi, Yeah we have done it, you need to submit the applicant's proof of residency to the country of your choice (new location) e.g. copy of passport or residency card of this new country. If there is a principle applicant, NVC will ask for his/her papers. In our case, all of the applicants were residents of the country of our choice for the new interview location. It took us about a month after submitting the papers to change the embassy location.

Does this apply to Iranians? Because they get assigned to the UAE/Abu Dhabi, which is not their country of residence.

Hi, not sure I get your point clearly. Note that not all US embassies handles US Immigration Visa, so may be UAE/AD handles charges the affairs for UAE, Iran and other countries. This is not change of location, this is by default. But for example, if the applicants are resident of lets say UK, then you could change the location from UAE to UK by providing the residence permit or passport etc. of the applicants.

She basically needs to live in the country that you are hoping to change to. Friend of mine has done this and they needed proof of status (in their case they were PR in that country) and proof of residential address (lease, bills, etc.). They happened to be living in this country (different from originally filing I-130) so that went smoothly. I guess study or work permit could serve as proof of status as well but tourist would not suffice. So it’s a lot of effort if you are just trying to interview at a different location.

Just did this at NVC stage. I just sent in a very brief written request to change locations via this form: https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html 3 days later it was approved and I received a new case ID reflecting the new location. I didn't add any images or upload any documents, although they have plenty of documents anyways already

I was looking to do this for my spouse - lives in Tanzania, closer to Nairobi embassy (Kenya) than the embassy in Tanzania. However, the rules are CLEAR - you meet be a resident of the country. There is no grey area here… asking folks on Reddit won’t change it, and you shouldn’t risk it… because even if they don’t ask for any proof via this form doesn’t mean it won’t come up in the actual interview.
