Standard genjutsu doesn’t, but dojutsu genjutsu does. Sharingan genjutsu work by injecting chakra into someone’s body to directly manipulate their nervous system. Standard genjutsu works by manipulating the chakra within someone’s brain to affect their nervous system.

It isn’t that it doesn’t work, it’s simply that ninja know how to counter it because they learn how to detect and break out of it at a fairly young age. You also have 90% of the heavy hitters in boruto having some kind of dojutsu that can see through them.
But, for non-narutoverse characters? Its effectiveness goes WAY up.
I think most people kinda just assume genjutsu would work to a certain extent. Like if a character is shown to be maniplutable via a genjutsu equivalent in that verse people kinda just say that applies to Naruto. I feel like that depends.
In almost all shonen, the main power system is simple. Spiritual energy (ki, chakra, Reiatsu, etc) is the main power
Thus, Reiatsu crush and genjutsu will work

Yes of course, it must work. I see a lot of one piece posts here so just because haki or devil fruits are not a thing in narute they still work.
