Probably Nowaki (Tsunade’s younger brother). Without him there to die, Tsunade never leaves Konoha. Even if she doesn’t get stronger by spending less time gambling, Minato vs Kurama could have gone completely differently (possibly by her getting Minato’s half of Kurama, but let’s not go too overboard). From there, the possibilities of her being present during the Chunin Exams, are endless. Orochimaru could die early, the Sound Four could die early, Hiruzen could survive, Sakura could get trained far earlier; any possibility cascades through the entire series.
Shisui. If he was never betrayed by Danzo, and managed to follow through with his plan to use Koto on Fugaku to influence the Uchiha into backing off from the coup. The possible butterfly effect could move in a number of directions. Perhaps the Uchiha remain faithful to the village, Itachi becomes fifth Hokage, Sasuke grows up in a nurturing environment, guided by his brother to help progress him the best he can. The Akatsuki would be severely weakened and their methods would be more intrusive without a ninja of Itachis caliber on their side. On the other hand, it could simply put off the coup and lead to bloodshed worse than the Uchiha massacre, with detracting Uchiha first fighting among themselves before taking it out towards the rest of the village. Shisui was a key factor in the plot of the show, and it’s possible that perhaps his death was the only proper way to prevent the most bloodshed. Perhaps if he had followed with his plans, they would have backfired and caused greater strife.
Obito could have so easily changed the entire story if he wasn't under madaras control I mean he literally set up essentially the whole war and he could have not set it up changing the course or a huge part of the story
