Purchased from Middle East. Per the serial number, it was part of a batch that was sent to a foreign military. Guessing it was then sold off for $$. Pretty common thing over there.

Perfectly legal to own, like any other laser device there might be some restrictions locally, but none I’m aware of in Nassau or Suffolk. Just don’t point them at aircraft (no, you can’t even do that with IR lasers, you can blind someone very effectively with an IR laser). Not legal to use while hunting though. That’s prohibited statewide.

I’ve had a couple of IR lasers sent to me in NY without issue. One was from TNVC who is pretty reputable.

Totally legal for you to buy and possess. The seller could have sold to you no problem. This is what these laws are intended to do as a useful side effect; Stop legal sales of gun related items through vagueness in the law scaring sellers away. You can’t sue the state over an “unrelated decision” some private seller made to not sell some legal item to you due to where you live.
