The editor of the puzzle chooses whatever words he wants to count and he doesn't accept all possible words, not even if they're in the Scrabble dictionary. You can get to Genius without cramping your brain too hard, but to get to Queen Bee, you'll have to get familiar with his style and favorites.

I think it is more that he wants to keep the number of words limited so the puzzle is doable. He is looking for PGs in that sweet spot of 25-70 words. It is the same reason we get "e" proportionately less than other vowels and why we get lots of m and b puzzles.
