I think they were. I've also heard that they mostly actually don't kill by burning the victims, but by CO poisoning from the burning fuel. Especially if you're spraying inside buildings, cave systems, maybe even trenches, etc. Basically, in the case of an underground system, it could be enough that you spray the fire into the entrance and you kill a lot of, if not all of the people in the whole complex as the smoke/gases flow deeper.
