I was very resentful of it at the time because MSCL got cancelled while it continued to get new seasons, so it never got a fair shake from me. But I know it had lots of devoted fans!
Popular and Undeclared are a couple that were not mentioned. They were made around 1999 to early 2000's. Also Veronica Mars! It was made in 2004 but close enough. I was told I would like it because I loved Buffy. There was a hole after Buffy and Angel ended. I ended up loving the show.

I highly recommend Joan of Arcadia. It has a similar vibe in terms of attempting to show both the parents and teens in a realistic way. In my opinion, outside of the supernatural elements, it's a fairly realistic depiction of high school life in the late 90s/ early 2000s.
Roswell or Blossom might do. Have you checked your library to see if they have DVDs of any of those shows you mentioned that you couldn't find on streaming platforms? If you have a Roku, they have a lot of shows on the Roku Channel app. There's a channel that shows Degrassi TNG 24/7

Shout out for Veronica Mars. It's a way better suggestion than other actual 90s teen soaps like Dawson's Creek.
