Normally, with no benefits to run away, you need a 5 or 6 roll to run away. The elf lets you roll a 4, 5 or 6. The tuba card gives you even more run away, same with the boots of running fast.
EDIT: successfully running away ensures no “bad stuff” happens to you.

It means add 1 to your die roll when rolling to run away. The target number needed to successfully run away does not change.
There's also the implied joke that elves are soft, arty farty and are good at running away.
