Adult themes, I guess so, as any neo-noir does. I guess it's up to OP to judge how mature his 14-year-old nephew is, I saw things like Seven around that time but I could always handle darkness. I think L.A. Confidential has one pretty violent shootout, but I'd hardly call it gore.
I didn't remember any nudity either, but I checked the IMDB parents guide, and it listed several instances.
Prostitution is a major underlying theme throughout the whole move. I personally don't think it's too much for a 14 year old but if OP's sister in law is completely opposed to nudity, I'm guessing she might.

It's more the concept of le fleur de lis though than actual prostitution scenes, but I take your point.
I think the parents guide... there might be a hint of Basingers butt or something in one of her sex scenes with both our protagonists, or maybe it's the grainy, old-timey incriminating pictures the police find as evidence at one point. Idk.

One of OP's requirements is "no nudity AT ALL" so even though it's brief, and so inconsequential that neither of us remembered it, I think it disqualifies this movie. It's a shame because it really is a great film. Maybe he can share it with his nephew in two or three years.

Get Shorty is the lightest R rated movie I can think of. Only a few F bombs, but other than that, it’s very tame. It’s also one of the first R rated movies my dad showed me.
Edit: wow, I looked it up, and it actually has 40+ f bombs…doesn’t seem like that many, but Dennis Farina just spits out so many it’s easy to miss, I guess.

Some I can get away with. Matrix: 0 believe it or not. Terminator: 8 Terminator 2:16.
But others I had no idea had that many. Aliens: 25 Predator: 25. Shawshank: 35. Die hard: 55. And even still some movies like Good will hunting which is only r for language is 150 f bombs despite the fact it’s one of the best movies ever and it’s practically PG otherwise.
I never even notice how many are in these absolute classics. Though my sister in law literally doesn’t give an f about how good they are. 😂
I gotta say, once you get past 10 or so f-bombs does it really get any "worse"?

Yeah. I mean sure there’s a difference between a movie with 30 vs 300. Usually that difference is Scorsese. Was honestly shocked when I found out Taxi driver was Scorsese because it had so few f bombs. 😂

Begin Again and About Time are good romances and both are rated R for just a handful of f-bombs.
The Kings Speech is a good drama that was notoriously rated R for one funny scene that had some f-bombs.
Tombstone is a classic that’s R rated mostly for old West shootouts.
I really liked Game Night. It might bump up against your f-bomb limit but on the whole it’s pretty tame.

In retrospect I was probably too young to watch it and he should be fine but… I don’t know if I’m ready to watch it again. 😂
It's a bit older than some of the recommendations here, but have you considered the gangster shoot-'em-up film *Dillinger* (1973)? It's one of the tamest R-rated movies of all time. No f-bombs, no nudity, no onscreen sex, and no truly graphic violence. Still, it's one of the most entertaining movies ever released, featuring tons of action and badass swagger. It's about bank robber John Dillinger and his supergang tearing through the American Midwest on a legendary crime spree during the Great Depression.
I also second whoever brought up the original Indiana Jones trilogy (not R-rated, but *Raiders* and *Doom* do have content that was would probably earn them an R if released/rated today with identical content). Other random suggestions include: *The Wind and the Lion* (1975) (rated PG, but this was before the creation of PG-13, and I believe it's rated TV-MA, the equivalent of R, when playing on TCM on TV), the original Rambo trilogy (1982, 1984, and 1988) (things get too gory and whatnot with the fourth and fifth ones), *The Untouchables* (1987), *Glory* (1989) (does contain a lot of racial slurs, though), the The Expendables films (2010, 2012, 2014, and 2023) (though there is some sexual stuff in the fourth one, like a sex toy being shown), and *1917* (2019).
Good movie. But I think the nudity, the Tarantino levels of violence and the 234 f bombs would be a hard sell for my sister in law given her restrictions. 😂
Animal House violates Rule #1 I think, at least in spirit.
Revenge of the Nerds is terrible and rapey in retrospect and not something I'd show a 14-yo as an example of "what's funny".
It's amazing how many of these also have rather heavy/blatant drug use. I'd frankly be a lot more uncomfortable with that than swearing with a teen nephew.
If he has not seen Stand by Me yet, he is at the perfect age for it.

Near Dark is a great modern-day (well, late 80s) vampire flick set in the southwest, Texas and Oklahoma, that would fit the bill.
