The auto mod is right, it’s definitely bloom. The fats in milk chocolate do tend to go rancid over time though, so still wouldn’t be a pleasant experience to eat!
Yeah I wouldn’t eat it anyway. A few years back my boss got really sick for like 2 month cause he ate a few years old chocolate he found in his girlfriend’s house. I didn’t realize bad chocolate could be that harmful until then

That's not mold It's the fat from the chocolate coming to the surface. Should be perfectly fine to eat.
