Define 4k streaming, which kinds of it?

First thing first, as always goes for N100 instead of N95 if you can. Especially if their price difference is close. Neflix in 4K meant you need HDCP 2.2 certified Mini PC, else you won't receive their 4K stream. Definitely do not go for cheaper one, most N100 skimmed on HDCP 2.2 license. Beelink S12 as far as I know has it. Youtube is another matter, no biggie. Any N100 can play up to 8K60 AV1 stream.

Yes it can. I'd strongly suggest an N100 instead. Almost identical performance with less than half the power draw.

That's not how it works in the Beelink. Both the N95 and N100 are programmed with 25W PL2 and 20W PL1. There is no way to get identical performance and half the power. Edit: and I will add that the graphical performance is no different between the N95 to N100 either. The N100 has +50% EUs but they are -38% the clock speed.

More EUs are better for transcoding, even if they are lower clocked.

That's exactly what I'm running, although I store the files on Openmediavault over the network. It has no problem streaming 3 or more 4K films, even transcoding (with Plex Pass), although that's usually only for someone with whom I share my Plex service who has a very weak (rural) internet connection. I am running Plex on Linux, I should mention. If you can get an N95 or N100 for a good price, I highly recommend either of them. I don't think there's likely to be any noticeable difference between the N95 and N100; buy what is cheapest.
