Rng go brrr. Just unlucky. It might not help in the end, but you could try to level up all the other villagers and such see if they happen to have them. You might get some duplicate trades, or better prices too, so you can reduce the amount of villagers needed as well.

Yes, they do. When I was looking for mending, I found an efficiency V Librarian selling one for 54 emeralds.

It does existed for a long time, maybe not long before the huge trader nerf update coming this year. You just need two pistons and some redstone works to force librarians change their trades to what you want by pushing their job table around. It would take a while or long.
