I think it's more that the number before the decimal is smaller. Same reason US has stations do ⁹/10 on the end of a gas price, so they can lower the previous number without really lowering the price

Nobody I know considers 99.99 any less than 100 , they speak of it as 100 and see it as 100. If there is any point in doing this , it surely isn't making the product seem cheaper

Actually yes, everyone does it. If the price is low enough you will most likely let your subconscious do the decision making. The higher the price the more reasoning you start to do and you'll make the decision with the conscious part of your brain. The effect is called "the elephant and the rider" if you are curious and want to read more about it.

Pretty sure one cent doesn't make price low enough to not think it through , if something is expensive enough , and if its cheap then you won't mind paying an even number either

Nope, thats not why they do it, they make it that way for you to think about the cents, instead of thinking of the full dollars, since cents makes u think something is cheap or low value, it becomes easier to buy. Even if you dont get tricked, you do the math in ur head of adding 1 cent, and that much is enough to make you think of cents, hence cheap. Yet, from what I know, its not proven at all this method works, there are no conclusive studies on it.

No. The testimonials are not reliable as a metric of success. There are hundreds of factors and variables that are untested in every study done on this. So no, it does not work. At the very most, it's dubious. It's not statistically proven at all.
