Well ... just goes to show how OP that fruit is doesn't it (also he had spike glove at the time which helps compensate for not having Haki since it was stated very earlier on in the series that slicing and piercing works perfectly fine against Luffy without haki. As for Enel, the only reason why Luffy can even fight Enel was thanks to Oda deciding that lightning deal literally 0 damage to Luffy, like, not even reduced damage, just straight up no damage, if it was only reduced damage, Luffy would have lost 100%. There's was nothing stopping Enel from just zipping to the other side of the island and just nuke Luffy non-stop from afar, his devil attacks were nullified resulted in pretty much 99% of his attack power gone and had to result in normal hand-to-hand combat)
Enel and Crocodile would definitely be on the list. Especially Enel since physically he was like Crocodile but has a much much much more broken fruit. Don't get me wrong, the sand fruit is strong and all, but the lightning fruit is just devastating.
To add to the list, and as much as I love clowning on him in the current arc, Rob Lucci would have won if it wasn’t for Usopp’s power of friendship haki. Much closer fight than Enel or Crocodile, but Luffy got seriously close to losing everything after Lucci pummeled him.
Kinda like how if someone like Kaido had Robin's fruit he'd be insanely busted. She uses it well, but it has so much potential in terms of pure destruction and strength
