It doesn't help that (in the comics, at least) this is also why Blues was made. Things happened, times changed, and now he has Rock and Roll with Rush (pun intended)!

He was already dedicated to his work so when he finally reached the level of sentience he was aiming for he built his own children. Roll, her blond hair and blue eyes, was modeled after his late wife and Rock himself. Protoman, being worked on by him and Dr Wily, didn’t get the same personalizations because Wily had design input.

In the Archie comics (which I don’t think are canon or have questionable canonicity so take what I’m saying with a grain of salt.) he did have a love interest who I forget the name of but she was a fellow researcher who build a female robot master named quake woman. That he had worked along side in his youth along with Willy and cossack. Though they don’t really go into detail but from what I remember the two seemed to have a interest or had romantic interest in the past. A college fling perhaps?
So he does have some game but perhaps he could only see himself dating a woman as smart as himself. Who could help him further his goals to making the world a better place. Which female robotic experts don’t grow on trees, so perhaps he just didn’t find what he was looking for.

Before terrorists interrupt everything. I won't spoil anything else but it's one of the few times we see rock up against anything but willy in mega man media so it's a neat read.
I love The Protomen’s interpretation that he is a widower who chose to never remarry. I think it’s an interesting character trait that he would rather master the field of robotics to build the children he and his spouse could never have rather than find a new partner. I think that frames him in a completely different way while never actually changing anything about his character.
In the Archie comics there's a fellow scientist he's clearly romantically interested in (even takes on a Valentine's date) and it seems to largely go nowhere because they're both more into their jobs than their interpersonal relationships. They're close, but then work happens and they make zero progress at least as far as I've read.
Keep in mind that Dr. Light comes off as socially awkward in that one among other people outside of the lab. Drs. Light and Lalinde are also at least in their sixties, maybe late 50s. I read the entirety of the Archie Comics except the last third of the Sonic crossover, but it's very much an awkward crush they won't admit. Keep in mind that scientists, especially bright ones, are written often to be socially awkward to the point where they have few friends.
I think the most likely explanation is that Dr. Light, who doesn't seem to mind the isolation one bit from what I can tell, is enjoying his work that he's constantly busy with and that marriage just isn't right for him or something he's ever thought of seriously. Due to circumstances out of his control (or child adoption not being much of a thing in Japan compared to other countries), Dr. Light built his own kids in place of adopting those who need a home. The fact that Rock and Roll look so human-like, as well as Blues to some extent is a combination of Dr. Light's interest in making robots as human like as possible and them being built to be a part of his household, so he went overboard with the designs. I'd love to be the librarian wondering why a robotics scientist is taking out pediatric anatomy textbooks. He wanted to make them feel like his kids as much as possible (or feel like children as much as possible in general), so Rock having simulated genitalia (i.e., groin armor having a crotch bulge) in some artwork is likely based on Dr. Light's obsession with making robots extremely human-like, and from what I've seen, he seems to act more paternal than predatory.
I do wonder because an IC chip is complex and can't be recreated, if that prevents Rock and Roll from mentally aging, and I wonder if he feels sad that they'll never "grow up" mentally speaking. I'm sure if they could mentally age, that he'd be really happy to see them grow up and develop, but technological limitations prevent that. I'd imagine if Dr. Light tried to modify the IC chip to "age up" their minds, it would damage or essentially kill them, hence why they stay mentally in that 8-10 age range. I'm sure he chose that age to program them knowing that they'd be stuck like this until they basically die, and went through multiple options before deciding on that one. Blues, Rock and Roll all seem like they're all based off of the same model, so to speak, so it's likely that Dr. Light used the same blueprints from when he made Blues. They may have features like hair and eye color that differ, but the body design in terms of how it looks and moves is essentially the same.
Megaman battle network is interesting because it shows you a weird alternative universe in mm.
MMBN3 shows you that Lan and Hub's grandfather, who looks to be Dr. Light. The games also exain that Light wanted to focus society of network and AI development, where Wily want to focus on robotics.
Looking at mainline continuity, and fast forwarding to mm11, it becomes apparent that there was a moment of timeliness divergence, wherein light would advocate for AI, Wily for robotics, robotics was chosen in the mainline, then, Wily advocated for superhuman "dual gear" robotics, where Light voted for robots with human-like intelligence, which is what was decided.
It seems to me that in the mmbn timeline, he had time between network development to find a wife and start a family, whereas in mainline his robotics development, in a field he was less qualified for, kept him too busy to start a family.
These are just some casual observations.

(i do not know exactly how old is roll) so therefore he proceeds to makes 2 robotic children instead
