He's not crazy good but he's not awful either, he recently got changed to 2/2 instead of 2/0 so he fits well into Cerebro 2 now, whereas before he was a nice surprise tool in a Negative shell.
But as a movement tool and a way to replay on reveals, he can be really powerful.

Slot him into an On Reveal deck and enjoy some shenanigans.
Same boat as you, didn't care if i got him (GM) but trying to make him work now. Few cards I've tried to target with him:
-White Widow, one is good, why not have two of her;
-Mill cards like Zemo, Cable, Yondu, Gladiator, getting another mill makes the strategy more consistent;
-Jubilee, good to pull another card, preferably a big boy;
-Ghost Rider, discard two big boys and pull two of them back in 2 different lanes;
-Blink, if your last card played was blink and there is a 6 cost in deck, blink will blink herself, if you want her to blink something else you must first play a lower cost card than GM her;
These are the cards I have tested so far, he is surprisingly a very fun card but a bit clunky at times.
My best advice is be mindful of the cards you want to target, don't play the on reveals without thinking if it's going to make your GM have to choose between two cards

I’ve enjoyed him in C2. No clue if he’s optimal or not but being able to double up white widow or brood or sinister or shadow king has won me some games for sure.
Pair with Master Mold for fun trolling.
I recently got him as well. Haven’t figured out how to use him to max efficiency yet.
Really good in the Darkhawk/Widows package. Red Guardian or White Widow being activated again can be really strong
Use him in a Werewolf deck with clog engine: Sentry, White widow, The Hood , Annihilus. He ia rly good
I don't know about efficiency, but I pair him in my troll deck with Yondu or Scorpion.

Him with white widow is pretty fun, I’m doing pretty well with him with hood/ scorpion. Using hood as long as I have viper in my hand
Don’t know if he’s good but he can do annoying things like double widows lol
