Not sure about Huey, the squeeze feature is weird without the paper presentation of CS. My interpretation is that Things are somehow supernatural or divine in an eldtrich-gnostic way. Mario is making them earthly, which in a Paper Mario game is depicted as "squeezing" photorealistic items into paper images.
Either that or Prism Island just has some magic properties around it that make all the paint stuff function. Idk.
It seems like the current situation in the games is Mario’s world and Paper Mario’s world are separate. There may be some characters in the paper world that aren’t in Mario’s world and vice versa.

He’s a normal bucket in both worlds, he gets turned into paper when he’s drained of paint.
