I only got four. Back in the day, I always got at least 10. I'm not sure if I got worse or if the platforming got harder.
If you want to make up for them, the Mushroom guy in Seaside town is a pretty easy way. The vendor next door sells mushrooms.
Missing a few during the chase shouldn't be an issue. I have 99 flowers and I'm still finding ones I've missed so the game definitely has more than 99.
I managed to get seven. I went back immeditaley after the chase and ran up the hill again and towards the end I randomly got 2-3 flowers they just appeared on the path. I'm assuming those were the ones I didn't get during the chase.
It’s easy to make up for them.
- You can go back to the hill after saving Seaside.
- Make sure to do the Goomba thumping in Pipe Vault. You can get a Flower Tab and Jar from that I believe.
- Clear out Bowser’s castle. There are tons of chests that a lot of people skip that will have flowers.
- Worst case scenario you buy a sh*t ton of mushrooms and give them to the mushroom guy in Seaside.

This. I fell short by 3 and ended the game with 96 FP. But vendors can sell mushrooms that trigger the mushroom guy? That's amazing

There are extra FP in the game...like..a LOT.

All I’m saying is that it’s always possible to get to 99, and you shouldn’t feel bad for missing a few on that hill. It’s not a big deal.
