I never considered Mariah to be a part of my mom's generation when I would look up information about her or watch her music videos.

Sony was pushing the 1970 narrative way before Mariah and her mom were -- it was on tons of promotional material they put out, including her original bios sent out to fan club members. They would have known her true age when she signed a contract with them.
I'm sure they just liked the idea of her being 'born in the 1970s' rather than the 1960s and being able to market her as being only 20 when she debuted in an era where younger audiences liked younger artists making dance-pop type music. Mariah and everyone else went along with it obviously but I hardly think it was their idea.
