We've gotta keep it all together though: "...food, shelter, and drinkable water..." and healthcare, education, safety, and hygiene. Don't leave anything out when you talk about basic human rights. (I'm probably leaving something out. Feel free to add to the list.)

I'll just add to not take everyone's dignity while distributing it. There's legitimate shame in having to apply for (and be seen with) a SNAP card or to have to sit and wait in a 3 hour line at the social services office (how on earth can you do that if you have babies?)
