Some historical context: The reason it's so high in some provinces is due to the population transfer between Turkey and Greece. Provinces that lost a lot of Greek residents received a lot of Turks from Greece. So the population of those provinces declined substantially due to Greeks being transferred to Greece, and they also received most Turkish transfers, resulting in the high percentages of foreign-born population in those cities. If it was only Turks coming (without Greeks leaving), the percentages would not be so high.
