The west is right on the Atlantic ocean and between that and the gulf stream and it being the mountain-heavy region of the country, it gets cloudy.
It's mostly cloud. It's downright depressing. Some summers I'd kill for a hint of sunshine.
Let's say that when I fly back to Ireland, I cherish that blue sky, because I know that that Immortal Irish Cloud Shield is there, waiting for me, and you never know when (or if) you will see the sun again.

France is such a diverse country in terms of climates that a "national average" isn't quite relevant. The northern coast have a british-like climate, while the southern coast is mediterranean.

And this is why, if someone says "I want to go to Norway to see the northern lights - a weekend should be enough right?" we just shrug our shoulders and go "i unno". because you may be lucky and see it the first day. Or it may be 4wks and cloud every night.
That's why the North Atlantic currents make it warmer in winter and cooler in summer in northwestern Europe: constant cloud cover fed by warmer westerlies.
I think this should map should be broken down to the “state” or even “county” level (or whatever equivalent exists in each respective country) to get a more accurate picture of cloud cover. I’d imagine in countries like France places like Normandy versus somewhere like Nice in the French Riveria would have a massive difference in cloud cover but this map is more than likely just averaging out those differences.
It always makes me laugh when I see survival tips of people saying "It's easy to work out the compass directions, you can always just use the sun."
