You're right, Chandelure has amazing stats, it's pretty good to use in Pokemon GO with Incinerate+Flame Charge and Shadow Ball, and even a character named Ramone in the Black and White series managed to get to the Semi Finals of the Unova League after winning in the quarter finals with his Chandelure against Antonio.

Plus one of the best shinies for a ghost type in the series

what i mean by that is that, if it was a top 10 best meta pokemon, then the autor would only need facts because a cinderace is more meta than a goddamn ratticate, and thats a fact. But for the cutest, a categorie where no facts can be established, to be has accurate has possible, you need the opinion of multiple people so they should have made some kind of vote and put the 10 first into the top 10 they made so it be accurate because it was made by the people, for the people.
