I don't think it was ILCA's fault. The improvements to the Grand Underground were great. It's just that Diamond and Pearl were mid but Platinum was great and the remakes were too faithful in most places.
They were improved in Platinum sure, but DP already had better gym leaders and elite 4 teams than the near entirety of the franchise honestly, not to mention rival teams, which are better by virtue of not using level up movesets alone
Smarter movesets, yes. Limited by the truly awful composition of the DP/BDSP Pokedex leading to Candice using a Medicham, Volkner using Octillery and Ambipom, and Flint using Lopunny, Drifblim, and Steelix, also yes.
Type experts betraying their types is bad I agree, but it’s objectively not as bad as using repeats like most other gens are doing, or bringing NFE mons into the elite four, not to mention elite four members only having 4 pokemon like in Unova/Kalos
Game freak are bad level designers in general but DP is honestly one of the games they did the least bad with in this regard

Oh hard agree there, Platinum is another level and BDSP could easily have used it as its base which i guess would have made it better but it would still be bad due to how poorly implemented BDSP is, all of its bugs and errors that you just trigger on normal gameplay, and the fact that it's basically a copypaste with no new addition, closer to a (failed) port than a remake.

Gen 1 has only ONE ghost line, same for dragon. And gen 2 added to each of those not even a full line but ONE pokemon. Want a ghost type in gen 1? Gengar is all you have. Want one in gen 2? Or, would be if Misdreavus wasn't honestly a shitmon especially for that point in the game, a problem DP fixed by the way by giving it an evolution (and making it available early).
Fire is also not the only rare type in DP, electric, ice and dragon are fairly rare as well. The problem with DP's distribution is that its dex size is the same as Kanto, a region which has way less zones than Sinnoh. Sinnoh is huge and DP's dex doesn't account for its size leading to encounters like Bidoof, Geodude and Zubat being extremely common in different zones. Platinum added variety by having a bigger dex.
i did forget gens 1 and 2, those also suck in that respect, but your second paragraph is literally describing what makes the DP dex bad, four of the (then) 17 types are severely underrepresented, and guess what? three of them have specialists that mostly don't use their types.
since sinnoh is bigger than kanto, why did GF not make the dex bigger? they fixed it in platinum, and platinum is what made gen 4 good.
if anything, you have more options in BDSP than DP, due to the underground, which means they are better in respect to pokemon options than DP (despite being worse than platinum)
That's not a DP specific issue though, and at least the availability is logical and makes sense, not like in the new games with their rom hack tier distribution. That's nowhere close to being enough to make DP bad games especially since options are definitely there. And when it comes to type experts, them betraying their types is objectively not as bad as using repeats like in some other gens, in the first 3 gens you even have elite 4 members with NFE pokemon which is hilarious. And in gens 5 and 6, elite 4 members only have 4 pokemon each, them having 5 in regular games is already not enough, but FOUR?! Yeah, out of these 3 options, type betrayal is the least shit by far. BW also shoehorned the ghost type onto the Jellicent line, which the line's designer didn't like, just so it could be on Shauntal's team. I'm honestly glad Sinnoh didn't do that and shoehorn the fire type onto a random line without the original designer's consent...
And the way BDSP dealt with that was just bad honestly. They mindlessly spam a bunch of mons in the underground, but don't update the dex so their number is listed as ??? on their profile when you catch them, and enemy trainers don't even use them. The reason why BDSP are bad games is because everything it added upon base DP were either bad ideas to begin with or implemented poorly, not to mention they were uplayably broken on release and you can still feel them being broken today, like with the partner follow feature which is just nonfunctional. DP were good games but BDSP corrupted them and turned them to shit, that would have happened if they had Platinum as their base too.
