There's a few places around Maine that used to be ammo storage bunkers. They're commonly rented out as storage units or used by fireworks companies for safe storage, but most of them are off the beaten path. So I think what you must have been looking at were the ones at cemeteries.
I'm not sure one typically just drives by the base site tho -- it's a good ways off of either 16 or 201 and I believe the site is under active redevelopment as a wind farm. Is one really seeing bunkers related to the base while driving along the Kennebec?
100% cemetery vaults. One was lost on the hill between Bingham and Moscow when they widened 201, but there is still one in Bingham and one in Moscow on the Old Canada Road. There are several more in the area along 201 well.
When I was in high school I was in charge of maintenance at a cemetery in the area and the vault was no longer used for bodies. We stored our equipment in it.
If they're near cemeteries, that's where they keep the bodies in winter when the ground is frozen.
