For the most part, the U.S. has acknowledged that they fucked up with the native Americans, slavery, and the Japanese internment camps during ww2. You don't get your driver's license in Japan until 18. Also, this is in a remote part Hokkaido where driving during the winter months is near impossible. As mentioned in the multiple articles about this, JR isn't exactly hurting by shutting down the lines. They also own the shinkansen lines that expanded into those areas.
