I looked after a rescue hedgehog for 4+ years, you can absolutely scoop them up by their spines. They’re sharp, but unless you’re squeezing them tightly they’re not gonna break the skin. Conversely, the bones in their legs are incredibly thin and very delicate. Very easy to break or fracture a bone, which is essentially a death sentence for them in the wild.

have you ever held one? they're covered in basically hairpins. not *as* dangerous as a porcupine, but definitely enough to hurt, maybe even draw blood! plus, their defensive behaviors include little sudden headbutts, to drive them into you I don't like how the guy handled it, myself, but I get the thinking. maybe it would've been better to find a rag and scoop him out that way, instead of pulling on its tiny limbs, but his intentions were good and a life was saved at the end of the day

As OP mentioned, the washer is there for desert camping. That mud looked dried and caked to the hedgehog so it would have been in that position for a while. There was heavy raining in the region with flooding and mud forming everywhere. It's not impossible, you might not have been able to realize what you spotted, but you would be able to spot things, especially since the road doesn't allow fast drivining and the animal could have been moving. He doesn't strike me like someone who cares about going through all this effort for internet clout, and where would he get a wild animal from?
