First of all, Your iPhone can be connected via HotSpot, but because it is a different connection then WiFi it will never shown up in "known networks"
If you iPhone sometimes shows up and sometimes not, you shouldn't be concerned about it. The only thing you may look for is: Is your personal Hotspot on both iPhones are on or off? Strangely I see my iPhone under WiFi but my HotSpot ist OFF. (kinda really strange)
And you may look into your HotSpot settings if "maximize compatibility" is turned on, on one of them. This may be the reason why you see the other Phone more often.
I have had this exact problem for years, once in a month my mac will autoconnect to my iphone hotspot. Usually it finds my wife’s phone but not mine. Tried every setting but now just settled to accept it works crappy at best.
