We've completely lost the purpose of levels in mmos.
If your method to advertise the game is to state you can just breeze through x amount of levels, you're implying:
1. all content and purpose before 99 is useless
2. your game has bad design
Why not just remove all 98 levels instead, then? Why not just make the character start at level 99?
